INDEX Corp. announced Michael Huggett will succeed Cris Taylor as the company’s president & CEO. Huggett will assume leadership of the company during a transition period in April 2025, concluding with Taylor’s retirement at the end of that month. Huggett brings more than 30 years of industry experience. He started his career as a machinist, followed by roles of increasing responsibility at prominent machine tool builders. Most recently, he has served as the director of sales for INDEX since early 2017. Taylor took the helm of INDEX in January 2021 and has overseen much of the company’s growth. His retirement caps a 40-year career that began as a machine building apprentice and culminated in serving as CEO of multiple machine tool organizations throughout the past two decades.

Michael Coulter
Hanwha Aerospace appointed Michael Coulter as Global Defense CEO to manage the company’s business initiatives in the global defense market. Coulter will oversee the global defense businesses of Hanwha Aerospace and subsidiaries such as Hanwha Ocean and Hanwha Systems. Most recently, he served as senior vice president of corporate business development for Leonardo DRS and president of Leonardo DRS Int’l, where he led the company’s growth and transformation from a primarily U.S. business to a global player in the aerospace and defense industry. Prior to his corporate position, Coulter served in senior leadership positions at the U.S. Department of Defense, including roles as acting assistant secretary of defense, principal deputy assistant secretary of defense for international security affairs, and principal deputy for strategic plans and policy on the U.S. Joint Chiefs of Staff. He also served at the U.S. Department of State as deputy assistant secretary of state for political-military affairs and coordinator for coalition operations, as well as national security advisor in the U.S. Senate. A U.S. Navy reserve officer with command and combat experience across multiple regions including the Middle East, Europe, Asia, and Africa, Coulter has deep operational and strategic expertise. and strategic studies (MA) from the U.S. Naval War College.

Booz Allen Hamilton announced Executive Vice President Andrea Inserra has been appointed Global Defense Sector president and will join the company’s leadership team. Executive Vice President Steve Escaravage has been named president of the company’s newly formed Defense Technology Group and will continue serving on the leadership team. Both appointments are effective April 1, 2025.

 

Inserra most recently led the company’s aerospace business, where she oversaw the rapid scaling of innovative technical offerings for clients including the U.S. Air Force, U.S. Space Force, and NASA. Inserra will succeed Executive Vice President Judi Dotson, who is retiring in June 2025.

As president of the Defense Technology Group, Escaravage will focus on accelerating capability development for Booz Allen’s defense clients, which include all six branches of the U.S. military, the Office of the Secretary of Defense, NASA, and the Joint Staff.

Contracts

Bechtel Plant Machinery Inc., Monroeville, Pennsylvania, was awarded a $175,647,555 cost-plus-fixed-fee modification to a previously awarded contract for naval nuclear propulsion components. Work will be performed in Monroeville, Pennsylvania and Schenectady, New York, and is expected to be completed by September 2033.

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $18,962,231 modification to the delivery order for the procurement of Remotely Operated Ground Unit for Expeditionary Fires carriers for use in the Navy and Marine Expeditionary Ship Interdiction System. Work will be performed in Alexandria, Virginia; Gaithersburg, Maryland; and Oshkosh, Wisconsin. Work is expected to be completed in September 2026.

Raytheon Co., Tucson, Arizona, is awarded an $8,188,022 cost-plus-fixed-fee modification to a previously awarded contract to exercise options for design agent and engineering support services for the Rolling Airframe Missile. Work will be performed in Tucson, Arizona, and is expected to be completed by March 2028.

Northrop Grumman Systems Corp., Plymouth, Minnesota, was awarded a $17,051,836 modification contract for precision guidance kits. Work will be performed in Plymouth, Minnesota, with an estimated completion date of May 21, 2028.

General Dynamics Electric Boat Corp., Groton, Connecticut, was awarded an $83,729,655 modification to a previously awarded contract for efforts related to completion of the USS Hartford engineered overhaul. Work will be performed in Groton, Connecticut, and is expected to be completed by November 2027.
